A U.S. Air Force airman is accused of sending sexually explicit messages to a 15-year-old girl from Pennsylvania.
Authorities told phillyburbs.com that Dylan Williams, a 27-year-old member of the military branch, communicated with the unnamed child from Bucks County over Snapchat for months before his arrest this week. Police arrested him when they found the child at his home, the publication said.
Dover Police Lt. Mark Hoffman told phillyburbs.com that authorities have held Williams in the Sussex County Correctional Institute in lieu of $120,000 cash bail.
Military.com reached out to Dover Police for comment.
Williams is facing a felony charge of second-degree rape in Dover, according to Hoffman, adding that the FBI has pending charges against the suspect for allegedly transporting a minor over state lines to engage in a sexual act.
How Williams was Caught
Authorities told phillyburbs.com that communication between Williams and the girl started in June and, while it temporarily paused when the child’s parents started checking her cellphone, remained broadly consistent over a few months.
Reporting citing an affidavit claims that Williams messaged the girl in August asking her if she wanted to be “kidnapped” by her “real bad daddy.”
The two allegedly made plans to meet at his home. The alleged relationship came to light on Thursday when the girl’s parents reported her missing, having found her cellphone which she had left behind and contained “concerning messages,” according to the affidavit.
Investigators found the girl at Williams’ home on Thursday at Dover Air Force Base in Delaware, according to 6abc, by locating his cellphone. This was more than 100 miles from her home, authorities said.
Reported Decline in Military Sexual Assault Cases
A new Department of Defense (DOD) survey recently showed that the number of sexual assault cases across the armed forces has decreased.
The survey, which was about sexual assault within the military, not between members of the military and civilians, found the rate of unwanted sexual contact for active-duty men had decreased from 1.3% in Fiscal Year 2023—the last time the survey was administered—to 1% in FY25.
The estimated rate of unwanted sexual contact for active-duty women decreased from 6.8% to 4.3% over the same period, DOD found.
One major case has involved a now former Army gynecologist accused of secretly recording patients has pleaded not guilty to the charges against him.
Dr. Blaine McGraw was suspended from his role at Fort Hood in October 2025 after a patient accused him of secretly recording her during a gynecological exam, allegedly filming the individual without consent with a secret smartphone during a pelvic and breast exam.
As of now, he is charged with nine charges and 273 specifications involving 93 alleged victims from 2021 to 2026. These charges include indecent visual recording, conduct unbecoming of an officer, willful disobedience of a superior officer and making a false statement.
