House Passes the SAVE Act Action Weekly Advocacy Update

AMAC Applauds House Passage of SAVE Act

On Thursday, the Safeguarding American Voter Eligibility (SAVE) Act (H.R. 22) passed in the House of Representatives, 220-208, with four Democrats joining Republicans to vote in favor of the bill. This is a critical measure to safeguard U.S. elections and prevent noncitizens from voting. The victory was a rare instance of bipartisan cooperation and a sign that common-sense election integrity measures can garner support on both sides of the aisle.

AMAC Action has been a leading advocate for the SAVE Act since it was first introduced last year, with AMAC members making their voices heard in support of this important legislation. In recognition of thousands of AMAC members urging their members of Congress to vote yes on this bill last year, House Speaker Mike Johnson personally thanked them for their advocacy efforts.

This year, Speaker Johnson again called on the grassroots to activate, and AMAC members once again rose to the occasion by sending nearly 7,000 messages to Congress in support of the SAVE Act.

The SAVE Act institutes several crucial election integrity measures, including amending the National Voter Registration Act to require states to obtain documentary proof of U.S. citizenship and identity – in person – when registering an individual to vote in a federal election. The bill would also require states to take action to remove non-citizens from their existing voter rolls and empower citizens to bring civil suits against election officials who fail to uphold proof of citizenship requirements for federal elections.

AMAC Action Senior Vice President Andy Mangione called passage of the SAVE Act “a vitally important step to protect the sanctity of the ballot box and another common-sense win for Speaker Johnson.”

“The SAVE Act is the most robust legislative effort to date to ensure that only eligible citizens can vote in federal elections,” Mangione added. “AMAC members have demanded Congress take action on this issue, and Washington is responding. AMAC Action looks forward to forging more bipartisan cooperation in the Senate to get this bill to President Trump’s desk for signature as soon as possible.”

“Only American citizens should vote in American elections. The SAVE Act will ensure this commonsense law is followed by requiring proof of citizenship for all new voter registrations,” Speaker Mike Johnson said following passage of the bill. “While 208 Democrats demonstrated that they believe non-American citizens should vote in federal elections, House Republicans stood united with the millions of legal American voters who want their voices heard – and protected – at the ballot box.”

As AMAC Newsline has previously reported, noncitizen voting remains a significant threat to election integrity and the legitimacy of American democracy. Although federal law already prohibits non-citizens from voting in federal elections, there are effectively no legal mechanisms in place to enforce these restrictions.

In addition to requiring no form of ID to register to vote, 14 states don’t require a photo ID to actually cast a ballot. 28 states, including Michigan, Georgia, and North Carolina, allow voters to use a student ID – which does not distinguish between citizens and non-citizens. At least 19 other states and Washington, D.C. have also passed bills allowing non-citizens to obtain driver’s licenses. D.C., along with several other cities, also allows noncitizens to vote in local elections, creating more opportunity for ineligible voters to cast ballots in federal elections.

The SAVE Act now moves to the Senate, where it will likely need 60 votes to overcome the chamber’s filibuster rule. While some Senate Democrats have already signaled their opposition to the bill, Republicans only need seven Democrats to cross the aisle to pass it.
